SOFIA – Bulgaria received the second payment under the National Recovery and Resilience Plan thanks to the completion of 58 out of a total of 59 milestone targets, including key reforms in the fields of education, energy, anti-money laundering, public procurement legislation, rule of law, and improving the business environment, the government information service reported.

The second payment under the National Recovery and Resilience Plan amounts to 438.6 million euros and was made possible after a positive assessment from the European Commission. 

This is the first payment the country has received under the instrument in almost three years. The first tranche was received in December 2022.

The timely receipt of the second payment was a priority for the government. To this end, the submitted request was withdrawn on April 17, 2025, and resubmitted on July 23, 2025. Thus, the funds received by Bulgaria now amount to one-third of the total allocation, with the achievement of milestone targets approaching 40%.

On October 1, Bulgaria also submitted a third payment request under the instrument, which is worth 1.6 billion euros. The funds are expected to be received before the end of the year.  

The National Recovery and Resilience Plan of Bulgaria is for 6.17 billion euros in grants. The second payment will increase the total amount of disbursed funds to 29.5% of the allocated amount under the plan, with 38.2% of the outlined milestones and targets achieved. (11.11.2025)
