PARIS – Bulgaria will participate in all areas in which it has the capacity to contribute to pan-European security. This was stated by the Bulgarian caretaker Prime Minister Rosen Zhelyazkov after the meeting of the Coalition of the Willing in Paris, the government information service reported.

The talks were attended by the heads of state and government of 35 countries, the European institutions and NATO, the President of Ukraine Volodymyr Zelensky, as well as representatives of the United States, led by the President’s special envoy Donald Trump Steve Witkoff. The meeting discussed all processes for achieving a lasting and sustainable peace in Ukraine and security guarantees for the country, but also for the whole of Europe.

Bulgaria, in accordance with the decision of the National Assembly, will participate in the “Maritime Safety” domain with Romania and Turkey in the areas in which it is currently operating with the mine countermeasures group, Zhelyazkov pointed out.

He added that the leaders had united around the so-called Paris Declaration – a document that sets the main framework of pan-European and partner efforts to achieve a just and lasting peace, as well as security guarantees for Ukraine and Europe from the United States. “This is a verification regarding the implementation of the peace agreements by all participants in the Coalition of the Willing, guarantees for increasing the resilience of the armed forces of Ukraine so that there can be deterrence and protection in the event of hostile actions after the achievement of peace,” Zhelyazkov explained.

Bulgaria welcomes the efforts of US President Donald Trump and his team, first and foremost for the cessation of hostilities, but of course also for achieving sustainable peace, Rosen Zhelyazkov further noted.

At the end of December 2025, the Bulgarian Parliament ratified the Contribution Agreement between the Republic of Bulgaria and the European Investment Bank (EIB) regarding the “EU for Ukraine” Fund. Bulgaria’s participation with a contribution in the form of a guarantee in the amount of 10 million euros was approved by the Council of Ministers on 11 October 2023, it is stated in the report of the budget committee. Earlier in December, EU leaders reached an agreement to grant an interest-free loan to Ukraine in the amount of 90 billion euros, instead of using frozen Russian assets. (06.01.2026)
