Paris – Jean-Noël Barrot, who recently traveled to Latin America to mobilize the diplomatic network against drug trafficking, is set to propose the establishment of a “cross-cutting regime” of sanctions at the Foreign Affairs Council on Thursday.
The goal of Paris is to target the actors of organized crime, individuals and/or entities that are active outside the European Union and are involved in trafficking destined for European territory, including France.
At the Ministry of Foreign Affairs, it is emphasized that this is more broadly about “being able to sanction different types of crime”: not only drug trafficking, which represents “a priority threat to European security,” but also its ramifications such as arms trafficking, human trafficking, migrant trafficking, or even crimes affecting the environment.
The French proposal includes freezing assets in Europe, banning financial transactions, and prohibiting entry into the territory of the European Union. (November 18, 2025)
