Brussels – From April 1, 2025, all road and rail carriers entering the EU will be required to have a full Entry Summary Declaration (ENS) with details of the goods they bring into the Union or transport through its territory to the final destination.
This provision comes into effect as part of the amendments to the Import Control System 2 of the European Union (ICS2), which means that from April 1, its provisions will also apply to rail and road transport, thus covering all types of transport.
The ICS2 system aims to enhance the security and safety of goods entering the EU by implementing a standardized customs process before their arrival in the Union’s territory. Currently, it covers only air, maritime, and inland waterway transport, and from April 1, it will also expand to transport by roads and railways.
The obligation to have an ENS certificate will also apply to postal and logistics service providers using road or rail transport. Under certain circumstances, ENS data will also need to be submitted to the ICS2 system by the final recipients of goods whose headquarters are in the EU.
This measure is introduced to ensure that through the ENS declaration, customs officials have a complete overview of the goods entering the EU and can assess the risks associated with them. This way, the EU’s efforts to prevent and combat customs offenses and to create a safer and more secure trading environment are strengthened. (February 25)
