Paris – A possible membership of Ukraine in the European Union will be the “probable trigger for a profound reform” of the common agricultural policy (CAP), estimates the Institute for Sustainable Development and International Relations (Iddri), in a study published Thursday.
The discussions on the agricultural component in the accession process, officially started Tuesday for Kiev, “are known to be among the most difficult”. The CAP represents about a third of the European budget and farms are particularly vulnerable “to intra-community competition,” the document recalls.
Ukraine is an agricultural power due to “the size of its territory”, “the richness of its lands” and “the competitiveness of some of its sectors on the international market”.
