Concessions before peace negotiations regarding the war in Ukraine are unacceptable, said European Council President Antonio Costa on Saturday in Munich. Peace in Ukraine and security in Europe cannot be separated, and the Russian threat extends beyond Ukraine, he added.
In his speech, Costa emphasized that only Ukraine can determine the right conditions to negotiate peace with Russia. “That is why we will continue to stand shoulder to shoulder with Ukraine,” stressed the host of the summits with EU heads of states and governments.
“What does a comprehensive, just, and lasting peace mean? It means that peace in Ukraine and security in Europe cannot be separated. It means that we take into account that the Russian threat extends beyond Ukraine,” he said.
He listed that Russia dominates Belarus, is militarily present in Moldova and Georgia. “It casts a shadow over the Baltic states, the eastern border of the European Union, our democratic systems, our critical infrastructures,” Costa continued.
Therefore, in his view “a comprehensive peace cannot be a mere armistice” and “cannot reward the aggressor.” As emphasized by the President of the European Council, peace must guarantee that Russia is no longer a threat to Ukraine, Europe, or international security.
“In building this peace, the European Union will fully assume its responsibility,” he noted.
Costa pointed out that EU countries that are in NATO now spend on average 2% on defense. “Together we have achieved the goal, but we will do more,” he said.
He declared that defense will be a priority for him. As he added, he is waiting for the proposal from the European Commission, which next week will show the possibilities for joint EU defense funding. (15.02.2025)
