According to the European Commission, the current European rules are too lenient to effectively combat fraud with car odometers. It is therefore inspired by Car-Pass, a document that provides an accurate overview of the mileage at different dates. Member states must set up national databases with mileage records for this purpose. Each time the vehicle undergoes maintenance or repairs, the data must be recorded.
The proposal is part of a broader package of measures to improve road safety in Europe and tighten inspections. The aim is primarily to better adapt the rules to new technologies and the growing presence of electric vehicles on the road. The last update dates back to 2014.
Today, electric cars must undergo a classic technical inspection, without specific requirements linked to the electric components (batteries, software, etc.). The Commission proposes, among other things, a specific inspection for electric vehicles and driver assistance systems (ADAS), including tests for software and electronic safety systems.
